  • 1.  Lab Web Portal User Verification

    The Tennessee Department of Health, Division of Lab Services plans to go live with our full clinical Lab Web Portal in January.  We would be interested to hear from other states that are currently live with a web portal on how they verify legitimacy of new user requests.  We've had the ARLN web portal live for several years and partner with our epidemiology colleagues to help verify new user requests.  We will not be able to take this same approach with the full clinical portal.  What verification methods are other labs using to ensure access to lab web portals is given appropriately?

    We require all users be authorized by the lab manager or other authorizing individual at their facility.  We have a form the authorizing individual fills out and signs, listing which users they are authorizing and what level of access they need.  Then each user must sign an individual user attestation/agreement before their user account will be activated.  For users such as mid-wives, we have them fill out the authorization form and user form for themselves.

     

    Suggest you consult with your IT/legal on the language on the forms.  Our access authorization form has the individual attest they are authorized to designate users for access and that they will inform us when any of the users no longer requires access.  The user forms have mostly standard language about confidentiality and permitted use of the system.

    We have a multistep process for users to get access to our web portal.  The first step is they complete an electronic form and must list their supervisor's info.  In general we cross check their supervisor's infom with the current contacts on file for that customer.  We also verify that the email address is legitimate.

    We then have them e-sign a user agreement form which was vetted by our AGs office which essentially states they have to use it for legitimate purposes and must notify us if they leave the facility.

    But overall, it is something of a guessing game.  The user agreement is key though.

    We have people sign a user agreement. Also, they must sign a facility form for new clients where they give us their external IP address.  We whitelist their IP address in our firewall, and they are granted access.    We also do a yearly contact of our clients to verify addresses and people.   If someone is not using their account, we will lock their account.
