    Hello all,

    There is currently an opportunity to provide comments on an ONC proposed rule (HTI-1) through June 20: Health Data, Technology, and Interoperability: Certification Program Updates, Algorithm Transparency, and Information Sharing (HTI-1) Proposed Rule

    APHL is preparing to submit comments on behalf of members and alongside other public health organizations (if your lab is separately also submitting comments, great - there is power in numbers!). We have scheduled a call this upcoming Monday, June 5th at 12:00 PM ET to further discuss the proposed rule - we welcome your attendance as interested!

    This proposed rule from ONC is broad, including changes in vocabulary via the adoption of USCDI V3; certification criteria for HIT developers and data exchange; policy surrounding decision support interventions; more information blocking details; and specific requests for information (RFIs). To prioritize our time on Monday, we will focus our discussion on the items we've identified as most relevant to labs, with emphasis on the Lab Data Interoperability RFI along with more general questions that will help us frame our APHL organizational comments.

    Initial considerations for the lab specific RFI questions

    1. Which implementation guides or other standards should ONC adopt in certification criteria for health IT supporting transmittal and receipt of laboratory orders, laboratory results and directory of services?
    2. Are existing HL7 v2 and C–CDA standards for laboratory interoperability widely implemented? What do labs need from FHIR?
    3. What barriers would additional health IT certification criteria for laboratory interoperability create for developers and other interested parties, and how might this affect adoption and use of such technology?
    4. Would developers of laboratory information systems or in vitro diagnostics systems that have not traditionally submitted products for certification under the Program seek out and benefit from certification to criteria relevant to such developers' products?
    5. Are there any other steps that ONC and HHS should consider taking to advance laboratory interoperability?
